Crown of Suspicion (Magic: The Gathering D20)

Greetings, dear readers. Yet more Magic: the Gathering to D20 System homebrew waiting in the wings: a conversion of a cycle of, quite frankly, lame Enchant Creature (Okay, youngsters, Enchantment – Aura) spells that were printed in Onslaught, itself the first expansion of the Onslaught Block. My conversions usually entail a certain level of interpretation, and I like the interesting balance of a good effect for some time or a great effect for a short while – it’s that intriguing balance of tactical needs versus strategic resource (spell slots) management that makes playing a spellcaster so rewarding.
I’m not exactly happy with how Crown of Suspicion turned out, “-2/-1″ isn’t much to work with.
Crown of Suspicion

Casting Time: 1 standard action
Range: Close (25 ft. + 5 ft. / 2 levels)
Targets: One creature / three levels, no two of which can be more than 30 ft. apart
Duration: 1 minute/level (see text)
Saving Throw: Will negates (harmless), Will Negates (See Text)
Spell Resistance: No
On completion, this spell shrouds the heads of the subjects in inky darkness.
Crown of Suspicion, for better or for worse, plays on the natural fear in all creatures. (As such, subjects with immunity to fear effects cannot gain the effects of this spell.) A creature under the sway of Crown of Suspicion gains a Circumstance bonus on Spot, Search and Listen checks equal to half your caster level. In addition, this fear arouses a certain “cautious recklessness” in the subjects, granting a +4 bonus to attack rolls and weapon damage rolls and a -2 penalty to armor class. At any time, you may, as a swift action, unleash the true power of the Crown of Suspicion (written texts of this spell refer to this as “donning the crown”) as a swift action. The duration of the spell is changed to 1 round per full minute remaining on the previous effect, and the “donning the crown” effect commences the surrounding darkness swelling in a 10 ft. radius burst from each of the recipients of the spell. Opponents in these bursts must make a Will Save or be shaken for 1 minute per caster level. In addition, the bonus skill checks, attack rolls, weapon damage and the penalty to AC double for remainder of the spell.
Material Component: A jet, worth at least 15 gp. This component is not consumed unless the caster uses “dons the crown”.
